In a significant move to support underprivileged students, Haryana Chief Minister Nayab Singh Saini on Sunday announced that all Scheduled Caste (SC) and Other Backward Class (OBC) students from the state pursuing engineering or medical courses in any government college across India will receive full scholarships.
The announcement was made during an event organised by the All India Saini Seva Samaj in Gurugram, held to mark the birth anniversary of social reformer Mahatma Jyotiba Phule.

CM Saini also outlined enhanced education loan benefits for Backward Class families:
- Up to ₹15 lakh for higher education in India
- Up to ₹20 lakh for studies abroad
- Loans available at a 4% annual interest for families earning up to ₹3 lakh per year
Tributes and Reflections
Saini paid tribute to the martyrs of Jallianwala Bagh and extended greetings on the occasion of Vaisakhi. He praised Mahatma Phule for his lifelong fight against social injustice, particularly for promoting women’s education, widow remarriage, and Dalit empowerment.
“Mahatma Phule believed that education is the true path to upliftment—not just for individuals, but for entire communities,” the CM said.
