Historic Achievement Under ULLAS Initiative
In a landmark moment for India’s educational journey, Mizoram has been declared the country’s first fully literate state under the ULLAS (Understanding Lifelong Learning for All in Society) initiative. The announcement was made by Chief Minister Lalduhoma during a ceremony at Mizoram University, Aizawl.
Literacy Rate at 98.2%
According to the Periodic Labour Force Survey (PLFS 2023–24), Mizoram’s literacy rate stands at an impressive 98.2%, well above the ULLAS benchmark of 95% required for the “fully literate” status.

Union Minister of State for Education, Jayant Chaudhary, congratulated Mizoram and called it “a proud day not only for the state, but for the entire nation.”
Chief Minister Lalduhoma said the milestone is more than just a number — it reflects the discipline, determination, and vision of Mizoram’s people.
“This is not the end, but the beginning of a new era of empowerment and inclusion,” Lalduhoma stated, urging citizens to pursue digital, financial, and entrepreneurial literacy as the next step.
What Drove the Transformation?
The success is rooted in a coordinated multi-agency effort, led by:
- State Literacy Mission Authority (SLMA)
- Samagra Shiksha
- New India Literacy Programme (Nav Bharat Saksharta Karyakram)
- State Council of Educational Research and Training (SCERT)
Learning in Mizo and English
The State Centre for Literacy (SCL) developed customised learning materials in both Mizo and English, tailored to different districts.
Volunteer-Driven Literacy Movement
- 3,000+ adults (15+) were identified as non-literate
- 1,692 enrolled and completed adult literacy programmes
292 Volunteer Teachers conducted classes in:
- Schools
- Community halls
- Libraries
- Homes, where needed

This achievement positions Mizoram as a model for inclusive education and community-driven learning. It proves that with strong governance, local participation, and a people-first mindset, transformational change is possible.
