The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) has provided skill training to 1.6 crore beneficiaries, with a 43% placement rate recorded across its first three phases, according to Minister of Skill Development and Entrepreneurship, Jayant Chaudhary.
Speaking in the Rajya Sabha, the minister stated that the government is now executing PMKVY 4.0, which places greater emphasis on training through accredited institutions and specialized skill development.
Key Highlights of PMKVY

PMKVY 4.0: New Approach to Skill Development
The latest phase of the scheme shifts training efforts to recognized institutions while integrating employability skills into its curriculum. Additionally, specialized modules now focus on entrepreneurial development, equipping trainees with essential knowledge in marketing strategies, compliance, and business planning.
Placement and Career Guidance
While earlier PMKVY phases (2015-2022) tracked placements under Short-Term Training (STT), PMKVY 4.0—effective since 2022—focuses on empowering candidates with career guidance to explore diverse employment and entrepreneurial opportunities.
Funding and Infrastructure
-
PMKVY is implemented under the Skill India Mission, launched by Prime Minister Narendra Modi in 2015.
-
The scheme operates with an outlay of ₹948.90 crore.
-
Training is conducted through 729 Pradhan Mantri Kaushal Kendras (PMKKs), empaneled non-PMKK training centers, and over 200 ITIs.
PMKVY continues to play a crucial role in India’s skill development landscape, ensuring employment readiness and entrepreneurial growth for millions across the country.
