The University Grants Commission (UGC) has issued a notification inviting online nominations and recommendations for the Padma Awards 2025. All Higher Educational Institutions (HEIs) are advised to submit their recommendations by July 31, 2025 via the official Rashtriya Puraskar Portal: https://awards.gov.in
About the Padma Awards
Instituted in 1954, the Padma Vibhushan, Padma Bhushan, and Padma Shri are among the highest civilian honours in India. These are announced every year on Republic Day and are awarded for distinguished and exceptional service across diverse fields such as:
- Art
- Literature & Education
- Science & Engineering
- Medicine
- Sports
- Public Affairs
- Civil Service
- Trade & Industry
- Social Work
The awards are open to all, irrespective of race, gender, or profession.
Nomination Guidelines
- Submissions must be made online only through the Rashtriya Puraskar portal.
- The nomination must include:

Important Considerations
While submitting a nomination, institutions should ensure:
- The candidate is truly deserving, with a proven record of excellence and lifetime achievement.
- Preference should be given to identifying talented individuals from underrepresented groups — including women, SC/ST communities, and weaker sections of society.
- Generally, posthumous awards are not granted. However, exceptions can be made if the nominee passed away within a year preceding the upcoming Republic Day.
- Those who have already received a Padma award can be considered for a higher category, provided at least five years have passed, unless the case is exceptionally meritorious.
- Government servants, including those in PSUs, are not eligible, except for Doctors and Scientists.
