The University Grants Commission (UGC) has introduced new regulations to streamline the recognition and equivalence of academic qualifications earned from foreign educational institutions. Titled Recognition and Grant of Equivalence to Qualifications Obtained from Foreign Educational Institutions Regulations, 2025, the framework aims to simplify academic transitions for students returning to India after studying abroad.
Under the new rules, qualifications obtained from offshore campuses of foreign universities can be recognised, provided they meet defined eligibility criteria. However, qualifications secured through franchising or similar arrangements are excluded from equivalence.
The regulations also address school-level foreign qualifications, making them acceptable for undergraduate admissions in Indian institutions, subject to specific conditions. This provision is expected to benefit students with international schooling backgrounds seeking higher education in India.
The framework, however, does not extend to professional degrees in fields such as medicine, pharmacy, nursing, law, and architecture. These remain under the jurisdiction of their respective statutory councils.
Only qualifications from foreign institutions officially recognised in their home countries and listed by relevant accreditation agencies will be considered for equivalence.
A centralised online portal will facilitate applications for equivalence certificates. A dedicated expert committee will review submissions, and applicants may request a review if dissatisfied with the outcome.
Certificates granted under these regulations will be valid for higher education, research, and employment opportunities within India.
Formulated after reviewing extensive public feedback on the draft regulations released in 2023, the final policy reflects a consultative approach aimed at aligning Indian higher education with international standards while maintaining academic integrity.
