Delhi University students awaiting their final semester mark sheets for the perusal of further education or job related purposes can seek confidential results before the formal publication of results of the entire batch. The university received a slew of directions on March 4th after the university failed to keep up with the pace of publishing degree certificates and transcripts to graduates of the recent years.
“An endeavour shall be made by the university to ensure that if there are any deadlines with respect to the student’s admission to any university in India or abroad or any employer needs the same, the documents are issued within the said deadlines,” Justice Prathiba M Singh was quoted as saying. The court has ordered the university to provide the students their attested physical mark sheets and transcripts within 5 working days in the case of emergency. It also ordered the university to have their mechanisms in place so that no student shall face distress due to the lack of efficiency.
The High Court has asked the university to hold annual convocations on the last Saturdays of February so that the students and employees don’t face any difficulty. The university has also signed an affidavit ensuring that digital certificates will be sent to students under 10 working days in the case of emergency. In normal circumstances, digital certificates will be sent to students within 45 working days.
Even though the High Court has accepted the universities proposal, it has ordered the printing of certificates for batches 2019, 2020, 2021 immediately and completing the process by May 30th. “All the students who request for physical degrees shall be issued the said degree certificates without fail,” justice Singh ordered the university.
The university declared that the online results would be made available after the declaration of the results immediately. The university has asked for 20 working days for publishing the physical certificates.
“The submission of the university is accepted with the direction that a mechanism shall be put in place so that in case of any urgency, a student can write an email to the concerned Dean, Examinations who shall then consider the said request and issue the attested mark sheet/transcript manually within a period of five working days” the court declared.
Delhi University has also taken the initiative to issue transcripts within 21 working days but stated that the issuance of digital mark sheets was not possible as foreign universities demand transcripts be sent in sealed envelopes.
“Accepting this assurance of the university, in addition, it is directed that if any prospective employer or university is willing to accept digital transcripts, the Dean, Examinations shall have a digital signature which shall be affixed on the transcript and the same be issued within five working days to the candidate or directly to the employer/university concerned,” declared the high court.
